Since pneumatic tires are flexible, the contact patch distorts when in motion so Static and Dynamic Ground Bearing Pressures will be different. Because of this, it is so much easier to make observations on the contact patch when not in motion. So it is more common to conduct studies under static conditions.

It takes into account Load Transfer for Uphill and Downhill conditions and also any variation in Payload by applying the Cat 10:10;20 Rule. Note that different manufacturers may by design produce tyres with rounder or flatter tread profiles which then would affect the Ground Bearing Pressure result.
